(The scripture referred to by St. Paul is the Old Testament. The New Testament had not been assembled.) Mt. 16:19 Jesus said to Peter (the 1st moral pope, some are legal only popes): "Whatever you bind on earth shall be bound in heaven; and whatever you loose on earth shall be loosed in heaven." Jesus did not give Peter infallibility but did give him Church wide authority. No one, not even Peter or a successor of his office, had the authority to change any teachings of Old or New Testament Scripture. When Jesus said that "whatever you loose on earth shall be loosed in Heaven", Jesus was making it clear that when Peter made a decision or regulation it could be changed by him or a successor to his office at some future time.
I charge you in the presence of God and of Christ Jesus, who will judge the living and the dead, and by his appearing and his kingly power: proclaim the word; be persistent whether it is convenient or inconvenient; convince, reprimand, encourage through all patience and teaching.
